Elvis Cordova is Chief of Staff. Elvis comes to TWS with a strong non-profit and public sector experience in leading teams to support community-based initiatives for conservation, rural development, health & wellness, and equitable access to public lands.

Elvis most recently served as the Vice President of Public Policy and Advocacy for the National Recreation and Park Association (NRPA), where he supported key legislative efforts, including the passage of the Great American Outdoors Act. He was pivotal in redesigning and relaunching NRPA’s Park Champions Initiative to engage new communities and allies in advocacy and policy development that support local parks.

Elvis previously served in the Obama Administration as Deputy Under Secretary for Marketing and Regulatory programs at the United States Department of Agriculture (USDA) and before that as Chief of Staff for two USDA Under Secretaries. During his time at USDA, he was instrumental in guiding Farm Bill programs, expanding local and regional food systems, leading implementation of a major recruitment strategy to hire a more representative workforce at USDA, and serving as USDA representative to the White House Task Force for Puerto Rico, among other accomplishments. Elvis began his federal career as a Presidential Management Fellow at the Farm Credit Administration and the U.S. Department of Energy.

Outside of the federal government, Elvis worked as a Management Analyst for the New York City Department of Parks and Recreation, as a consultant for the United Nations, and as a Financial Analyst for the Harvard Management Company.

Elvis holds an M.P.A from the Robert F. Wagner Graduate School of Public Service at New York University and a B.S. from Northeastern University. He is a first-generation American—his family is originally from El Salvador. Elvis and his family live in the Washington D.C. area.
